BRTA Approves TIF District Changes for Buffalo Roam Studios

The Bartlesville Redevelopment Trust Authority approved several items Friday afternoon to move forward with a $1 million incentive for the development of Buffalo Roam Studios, but not without some contention.
The Board of Trustees unanimously approved some minor clean-up language to amend project plans and program plans for two downtown Tax Increment Finance Districts that will allow for incentives for Buffalo Roam. They also unanimously approved the term sheet for the project.
However, there was not a unanimous vote to adjust the boundaries of TIF District 2 to include the property around the former First Christian Church building — where Buffalo Roam Studios will be housed.
Trustee Loren Rozel, who also serves on the Bartlesville City Council, argued that the city has offered a $500,000 loan from the city's economic development fund to help complete the project. He says that option should be taken into consideration rather than adjusting the project plan's boundaries that could potentially cause the TIF District's end date to be extended.
The vote ended up 5-1 in favor of adjusting the boundaries for TIF District II.
